In a mixing bowl, combine the mashed potatoes, finely chopped vegetables, ginger-garlic paste, green chili sauce, soy sauce, black pepper powder, and salt.

Mix well until all the ingredients are well combined.

Take small portions of the mixture and shape them into small lollipop-shaped balls.

In a separate bowl, mix cornstarch and all-purpose flour with enough water to make a smooth batter.

Dip each lollipop ball into the batter, ensuring it is coated evenly.

Roll the coated lollipop ball in bread crumbs, ensuring it is coated well from all sides.

Repeat the previous two steps for all the lollipop balls.

Heat oil in a deep frying pan or kadai over medium-high heat.

Carefully drop the coated lollipop balls into the hot oil.

Fry until the lollipop balls turn golden brown and crispy.

Remove the fried lollipop balls from the oil and drain them on a paper towel to remove excess oil.
