To make the dough, combine the all-purpose flour, yogurt, milk, sugar, baking powder, baking soda, oil, and salt in a bowl.

Knead the dough well until smooth and elastic. Cover and let it rest for 1 hour.

For the stuffing, mash the boiled potatoes in a bowl.

Add the chopped onions, green chilies, red chili powder, garam masala, dry mango powder, fresh coriander leaves, and salt. Mix well.

Divide the dough into equal-sized portions and roll each portion into a small circle.

Place a portion of the potato stuffing in the center of each circle and bring the edges together to seal it.

Flatten the stuffed dough ball with your hands and roll it gently into a kulcha shape.

Heat a tawa or griddle over medium heat and cook the kulcha on both sides until golden brown, applying little oil or ghee.

Serve hot with yogurt, pickle, or chutney.
